Background:
SoCha provides bespoke solutions to evaluative and analytical requests for the Uganda Learning Activity, a USAID/Uganda monitoring, evaluation, and learning mechanism. SoCha has been requested to conduct a resilience measurement scoping study in Uganda to inform both USAID/Uganda programming and overall resilience measurement for stakeholders in Uganda.
Building resilience to recurrent crises is a major priority for USAID/Uganda. To better understand resilience, the Mission is exploring how to develop a composite resilience index. This activity aims to assist USAID to develop plans and methods for measuring resilience and how it varies over time. The results of this work should improve the targeting of vulnerable populations, assist USAID to monitor existing Activities aimed at increasing resilience, and assist USAID to measure the Mission’s contributions and progress towards its resilience-related development.
Responsibilities:
- Responsible for ensuring consultation with relevant stakeholders to understand typical use cases for a Composite Resilience Index and to define the parameters and limitations.
- Manage and conduct a comprehensive review of resilience measurement, including frameworks, indices, and other measurement tools on assessing different domains of resilience from Uganda and other countries and their applications for planning and decision-making.
- Review existing data sources and outline additional data collection processes and create a comprehensive list of indicators across the identified and validated domains of resilience with data availability being the most significant criterion.
- Develop a report on alternative frameworks for resilience measurement in Uganda and present the alternative frameworks alongside their strengths and limitations as well as associated costs.
- Responsible for the composition of original drafts for both the evidence synthesis report and the report on alternative frameworks.
- Work with SoCha’s Technical Lead and two other team members to organize and execute the overall process.
- Provide significant oversight and adhere to high-quality assurance standards for all aspects of technical work.
- Liaise with SoCha, the Uganda Learning Activity, and USAID/Uganda.
Qualifications:
- Extensive knowledge of resilience frameworks, programming, and public policy, preferably within the context of Eastern Africa or Uganda.
- Experience in developing composite indices.
- Prior experience in USAID report writing preferred.
- Strong English writing skills.
- Bachelor’s degree required, Master’s or Ph.D. preferred.
- 10 years of resilience-related experience.
- Experience working on resilience-focused work with USAID, the Government of Uganda, or other donors preferred.
Location:
The work will be based either remotely and/or in Kampala, Uganda if required.
Period of Performance:
January – February 2022.
