World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 53 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. All employment is conditioned upon the successful completion of all applicable background checks, including criminal record checks where possible.
Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.
Position: PMU Partner Support Accountant
Report to: Programme Manager – SUPREME Project
Location: Arua District
Advert Start Date: 29th May 2023
Advert End Date: 5th June 2023
Purpose of the position:
This is a key role to ensure effective functioning of SUPREME program management unit to support the consortium partners.
Key Outputs/Responsibilities.
Accountancy
- Provide support to Grant Accountants of partner organization.
- Collect and provide initial review of the monthly accountancy (transaction list) from all partner organizations.
- Review program expenditures to ensure proper documentation, coding, donor requirements and WV financial policies compliances, budget availability and initiate any necessary corrections or adjustments
- Ensure good description of activities written on payment vouchers.
- Ensure proper codification according to the donor budget line codes.
- Provide financial/accounting training to the partner organization finance staff as and when required.
- Provide accounting feedback to partner office in consultation with the PMU finance.
- Track payable and receivable accounts for vendors and program staff on a monthly basis and maintain them at low levels so as not to put program funds at risk.
Invoice verification and Pre-audit
- Ensure quality invoices before sending report to Finance Coordinator and later to the Support offices for oversight.
- Ensure all supporting documents (PR, SPO, invoice, delivery/reception note, etc…) are attached or uploaded with invoice as support from each partner.
- Ensure proper financial codes are used on the payment authorization form.
- Check all information (date, name of the supplier, unit cost, total cost, total amount, paid amount in word, etc….) are available on the invoice.
- Organize quarterly invoice verification for each partner
- Work with the Finance Coordinator and Response Compliance Officer to conduct pre-audit financial documentation of each partner on a quarterly basis.
- Support internal and external audit and project annual expenditure verification.
Financial Management & Compliance
- Ensure project quality adherence, contractual compliance and timely reporting.
- In collaboration with the Finance Coordinator, ensure responsibility for project expenditure, financial accountability and planning requirements, and provide a high level of support to project processes and procedures.
- Monitor the overall financial integrity of project funds through grant management, monitoring and evaluation.
- Provide capacity building to project staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.
PMU filing and archiving of all financial documents and files
- Responsible for filing, monthly archiving, storing, retrieving and managing hard copy and digital records and information for the finance PMU department.
- Update grant files with proposals, grant agreements, budgets, financial reports, narrative reports, cost extensions, no cost extensions and other relevant correspondences.
- Assist in periodic project inventory/ asset and stores audit as per WVU policies and provide assets and equipment report to management on quarterly basis for corrective actions.
Qualifications: Education/Knowledge/Technical Skills and Experience.
- Degree in Business Administration or Commerce-with Finance and Accounting option or Certified Public Accountant (CPA), Associate of the Chartered Institute of Certified Accountants (ACCA) or equivalent.
- At least 3 years of financial and grants management experience in an INGO. Experience of managing consortium project will be an added advantage.
- Proven experience overseeing Mobile Money Payments, vendor payments, budget management and financial reporting (Monthly, Quarterly and Annual reporting).
- Extensive computer knowledge in MS word, MS Excel, PowerPoint, and finance accounting System is required
- Must possess proven knowledge of generally accepted Accounting, Principles and Internal Control Procedures.
- Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable Team player, Self-motivator, able to work with limited supervision; Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage
- Must be a committed Christian, able to stand above denominational diversities.
- Willing to attend and participate/lead in daily devotions and weekly Chapel services.
- Perform other duties as required
- Must be ready to work in a multi-cultural environment and have the ability to maintain performance expectations in the diverse cultural context.
- Possess the ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.

- Be emotionally mature with physical stamina.
- Position is based in a field office and requires ability and willingness to travel within the region up to 60% of the time.
