Background
The Government of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) with support from the European Union through COMESA and United Nations Development Programme (UNDP) is implementing the project “Enhancing Resilience of Agricultural Landscapes and Value Chains in Eastern Uganda” in the districts of Kamuli, Kaliro, Buyende, Bugiri, Busia, Budaka, and Namutumba. The overall objective the project is to enhance resilience of agricultural landscapes and value chains through strengthening farmer organizations, systematic gender inclusiveness, management of strategic agricultural value chains, and increased adoption of CSA practices in primary schools and among farmers. The project therefore set out to support adoption of CSA practices and technologies in farmer cooperatives and primary schools, develop enterprise platforms to enhance productivity, value addition and marketing thereby increase profitability across the selected value chains. It is hoped that this project will enhance climate resilience of agriculture production, enhance growth of CSA-supportive institutions and lead to increased investment by private sector actors (particularly the input and marketing dealers that will supply climate smart technology inputs and services). The project has been running for the last 2.5years.
As such the Ministry of Agriculture, Animal Industry and Fisheries, would like to engage a National Consultant to document the best practices and lessons learned from implementation of project activities in Kamuli, Kaliro, Buyende, Bugiri, Busia, Budaka, and Namutumba Districts. The consultant shall document lessons learned by Project implementers (PMU and Responsible Parties) District Leadership, CSA Task forces, CSA Cooperatives and CSA Schools in each district, but also across each of the 3 project outputs.

Duties and Responsibilities
Objective of the Consultancy
The overall objective of the consultancy is to document best practices, capture lessons learned by different stakeholders and draw recommendations to inform future actions during regional and national planning and design of new projects going forward. The documentation will include transformative success stories observed for each of the targeted CSA Cooperatives.
Specific Objectives of Consultancy:
- Develop case specific stories (both for CSA Cooperatives and CSA Schools) showing impacts of the CSA II project implementation.
- Produce documentation of best practices for national upscaling.
- Develop a strategic plan for upscaling the best practices and lessons learnt.
Scope of Work:
The National Consultant will carry out the following tasks:
- Identify the stakeholders nationally and at district level that will yield information for the assignment;
- Carry out a comprehensive review (including stakeholder consultations) to capture existing information on Climate Smart Agriculture (CSA) technologies and approaches in the focus districts.
- Undertake focus group discussions with all the 15 CSA Cooperatives and 14 CSA Schools supported to document their experiences in climate smart agriculture); and document the best practices and lessons learned by each group.
- Write 29 best Feature Stories (from Cooperatives and Schools) including use of videos and photography to indicate the progress or impact of project implementation on livelihood.
- Identify the areas of improvement to ensure continuous improvement and ease of upscaling;
- Develop a strategic plan (appropriate policy, legislative and institutional measures) for ensuring appropriate and effective upscaling in other parts of Uganda;
- Prepare a final report and policy brief(s) with recommendations to inform policy.
- Disseminate the findings in a stakeholder meeting.
Deliverables:
- Presentation of an acceptable inception report
- Case specific stories (both for CSA Cooperatives and CSA Schools) showing impacts of the CSA II project implementation. These should include high resolution photos and at least 5 short videos in sharable drives for dissemination
- A comprehensive report of stakeholder consultations done, including documentation of best practices and lessons learned by each stakeholder category, for national upscaling.
- Develop a strategic plan for upscaling the best practices and lessons learnt.
- An acceptable Policy brief
Working Arrangement
The consultant shall work closely with and under the supervision of the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) through the CSA Project Management Unit. The Project Management Unit (PMU) in MAAIF shall monitor progress against planned activities/deliverables and report to UNDP. Disbursement of funds from UNDP to the consultant shall be made upon receipt of certification from MAAIF. S(he) will consult with relevant stakeholders and will report to the UNDP Resident Representative on all contractual obligations.
