General Summary

The Infectious Diseases Institute received funding from the Centres for Disease Control and Prevention (CDC) to implement a project, Strengthening Partnerships for Preparedness and Response in Uganda under the Global Health Security Department. The goal of this project is to Protect and Improve Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security.  One of the components under the Project, Emergency Response is aimed at   rapidly strengthening emergency response systems for COVID-19 aligned to the National COVID-19 Resurgence Plan.  The purpose of this recruitment is to deploy volunteers with outbreak response experience across different disciplines to contribute to this objective.

The key responsibilities for the laboratory technologist will include start up team for decentralization of COVID-19 testing operationalization; IQC/EQA, deployment and use of guidelines, SOPs, job aids for COVID-19 testing; Establishment of records and data management systems; training and capacity building of staff; monitoring of internal processes in compliance to national and international standards.

Key Responsibilities

  • Perform COVID-19 sample collection with proper laboratory documentation systems.
  • Perform quality testing in with national testing guidelines and standard operating procedures (SOPs).
  • Support establishment of quality management system, develop testing SOPs, Job aids to support quality assured testing (RDT and GeneXpert and good clinical laboratory practice.
  • Provide technical expertise for COVID-19 testing using available platforms (RDT, GeneXpert among others), COVID-19 Equipment maintenance, monitor Quality Assurance and laboratory staff competence.
  • Establish records and data management systems to prepare daily, weekly and monthly National COVID-19 reports in support of the National Laboratory Sub-pillar and IMT in line with the key performance indicators.
  • Train, mentor and build capacity laboratory staff on IQC/EQA for available laboratory assays.
  • Conduct Laboratory audits, follow up and guide needed corrective and preventive actions for continuous quality improvements.
  • Provide technical support in analysis, review and interpretation of data whenever required by relevant authorities.
  • Support planning, budgeting and logistical requirements for the COVID-19 testing laboratory.

Person Specification

Educational requirements:

  • Bachelor’s degree in Medical Laboratory Technology from a recognised institution.
  • Active Registration with the Allied Health Professional Council.

Working Experience, knowledge & skills

  • Experience of 1 year working in the COVID-19 laboratory response.
  • In-depth knowledge and experience in COVID-19 response.
  • Excellent written and verbal communication skills.
  • Knowledgeable on the National Sample transport and results system
