Financial advisor: accountability, civic engagement and rights

The Danish Embassy in Kampala seeks to recruit a Financial Advisor for our work on Accountability, Civic Engagement and Rights. As our new colleague, you will work within the Grant Financial Management team!

Key Responsibilities

 

Financial grant management of Danish development funds:

  • Partner financial monitoring, including due diligence, assessment of partner accountability and conducting regular financial monitoring visits to partners.
  • Assessment of adherence to regulations regarding procurement and other rules for acceptance of costs.
  • Control of annual audit reports (financial, compliance and performance audits) and special audits (e.g. procurement audits) communication with, and assessment of, local auditors.
  • Management of funds using Danida-specific financial grant management systems.
  • Capacity building and training need assessment of partners, on the basis of in-depth knowledge of the local rules and regulations as well as Danida specific guidelines.
  • Design, development and facilitation of financial management trainings for partners.

Qualifications & Experience:

  • A Master’s Degree in Accounting, Economics, Business Administration or Commerce
  • A minimum of 10 years relevant working experience and least 5 years’ experience in a similar position, working for a donor or in a medium to large-sized donor-funded organisation.

Knowledge and Skills:

  • A broad knowledge and interest in the area of development assistance and aid effectiveness
  • Excellent communication skills – both written and oral
  • Experience with the International Standards for Auditing (ISAs) and compliance and performance audits.
  • Experience with partner monitoring and capacity building.
  • A good understanding of Ugandan NGO sector laws.
  • Strong analytical skills
  • Ability to work efficiently under tight deadlines
  • Ability to work efficiently in a team-based, multi-cultural environment
  • Knowledge of Accountability, Civic Engagement and Rights is added advantage, as well as experience with Danida Aid Mangagement Guidelines.
