Global Finance Manager
3 Year Contract (with possible extension)
Organisation Description: Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide (www.thejohanniter.org)).
Overall Job Purpose
In order to deliver its 2027 strategy, Johanniter International Assistance (JIA) will strengthen its operational processes and systems across the organisation and further develop its global support-operating model. The final aim is to establish effective support structures for Johanniter country offices, responding to needs with an agile approach and roving positions all over the globe.
Within this framework, the mandate of the Global Support Unit (GSU) is to strengthen country offices as 1st level of control of operational business through capacity building combined with hands-on support with regard to finances, logistics, IT and HR and to function as 2nd level of control for operational support – finance, logistics, IT and HR.
The GSU is a global unit, with an office in Kampala, where the majority of team members are based, and team members aligned to different JIA country offices.
In a Nutshell
You will:
■ Be responsible for reviewing and controlling operational finance across all Johanniter Project Countries
■ Ensure that the organisational finance strategy is delivered through a revised global support operating model which complies with Johanniter finance and overall organisational objectives
■ Provide guidance and support to and control country offices’ finance teams with a focus on ensuring guidelines are fulfilled and compliance with Johanniter and donor regulations is achieved
■ Provide capacity-building support to the GSU and country offices’ finance staff to empower them to be accountable for their responsibilities
■ Be key in supporting the Head of GSU in setting up the GSU in its revised form and ensuring it delivers on its mandate
What you will do:
Strategy and Vision
■ Actively support the values of Johanniter and shape the work of the GSU Finance team according to these values.
■ Contribute to the implementation of the global finance strategy of JIA.
Finance Management & Reporting
■ Works closely with HQ finance desk and Country Offices to improve and standardize financial systems and processes in project countries
■ Pursues effective standardisation to provide timely and appropriate financial information to HQ and Country Offices
■ Develops performance indicators and implements regular KPI data analysis
■ Provides technical support and guidance to Country Offices to prepare annual budgets for the respective business units, including multi-country programmes
■ Provides technical support and guidance to Country Offices in preparing and reviewing the monthly management accounts and consolidated reports (status of expenditures as well as BvA analysis and actions)
■ Responsible for 2nd level of control of financial monthly-closure package of all country offices
■ Supports country offices on specific aspects of project accounting, and reporting across the regions for global consolidation purposes
■ Checks adherence to bank mandates and signing authorities
■ Supports Country Offices in financial partner assessments
Information Technology & Financial Software Development
■ Supports the running of SUN bookkeeping software across all project countries
Capacity Building
■ Supports the Head of GSU in development and roll out of JIA operational support capacity building strategy
■ Visits respective countries to ensure quality is kept in all aspects of finance management
■ Arranges and performs trainings and coaching for finance staff in Country Offices and for partner organisations to make sure common standards are maintained
■ Enables finance staff in Country Offices to provide capacity development to partners and staff to increase their competence related to financial issues
■ Enables finance staff to prepare finance and donor reports in line with requirements
What you bring:
■ Relevant Bachelor’s degree from a recognised university. Qualified accountant in recognised global body e.g. ACA, ACCA, CIMA
■ Minimum 7 years relevant work accountancy experience with at 3 years in a managerial position
■ Solid understanding of financial processes
■ Experience with external donors (e.g. AA, BMZ) and statutory compliance requirements
■ Experience in working with partner organisations (capacity building) and understanding of humanitarian and development programming
■ Computer literacy; SUN-Systems experience desirable
■ Broad base finance experience leading multi-location finance teams in an international setting
■ Excellent communication skills, orally and in writing, able to present financial matters to non-financial managers
■ Ability to lead, manage and supervise multi-cultural staff in multiple and remote locations
■ Knowledge and experience regarding didactics and methodology for performing trainings
■ Fluency in English; Knowledge of French/Spanish/ German an asset
■ Self-motivated and able to adapt to new situations and needs; able to work in a team, motivate colleagues and staff of partner organisations
■ Willingness to travel incl. low-security contexts.
Good sense of humour
HR Management
■ Leads, develops and supervises a fit for purpose finance team in the Global Support Unit, in Kampala and over a distance
■ Participates in the recruitment & selection of finance staff in country offices
Communication and representation
■ Represents Johanniter International Assistance (JIA) in relevant bodies and networks
■ Promotes best practices in finance management
■ Ensures all stakeholders receive regular updates related to any changes in finance systems and processes
Supports the establishment and effective implementation of strong peer-to-peer support across CO and between all levels of the organisation
What we offer:
Remuneration: 49824 – 52453€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).
Benefits: 13th cheque, social security (lump sum 375€/month for expats not under German social security); housing allowance 300€/month; international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance 1020€/month for Uganda).
