Denmark is one of the leading international development partners in supporting Uganda’s role as a refugee hosting country, incl. in the area of building resilience and supporting durable solutions. The Danish Embassy seeks to recruit a Programme Advisor to help drive our work on refugee support, incl. the Embassy´s new bilateral development programme promoting climate resilience in refugee and host communities. Key Responsibilities

Programme implementation

  • Oversee and guide the strategy and implementation of Denmark’s support to refugee affected areas of Uganda, and lead the administration of selected projects including results frameworks, finance, and reporting.
  • Support the development and start-up of a new bilateral development programme promoting climate resilience and durable solutions in refugee and host communities.
  • Provide technical advice and support to implementing partners so that they are equipped to contribute effectively towards the relevant thematic areas.
  • Participate in coordination and dialogue with stakeholders incl. Development Partners, the Government of Uganda, multilateral institutions, and civil society/NGOs.

 

Administration and grant management

  • Support with grant management, i.e. ensuring compliance, that agreed obligations are implemented, including partner accountability, anti-corruption follow-up and budget management.
  • Oversee timely reporting, including financial and narrative reporting.
  • Monitoring of compliance and progress during the implementation of the grant.
  • Ensure adherence to Danish government requirements in grant agreements.
  • Support the administrative phase-out of the Embassy’s programme coming to an end.

 

Qualification & Experience

  • Master’s degree in political science, social science, development studies, business, finance, economics, or a related field.
  • At least 5 years’ experience in administration and management of grants, working for a donor or in a medium to large-sized donor-funded organisation.
  • At least 3 years’ experience working in the area of refugee support, hum-dev-nexus, durable solutions or livelihoods.
  • Experience in the area of climate adaptation and resilience will be an advantage.
  • Experience working with partner organisations in relation to grants management will also be an advantage

 

Behavioural Competencies:

  • Good interpersonal skills, team spirit and ability to cooperate.
  • Ability to work independently and structured combined with the ability to dynamically and proactively follow up and drive processes.
  • Strong communications skills in English, orally and in writing.

Expected commencement date is in December 2023 or as soon as possible thereafter. The position is fixed-term, ending 31 December 2028, with a possibility for renewal. A probation period of 3 months will apply.
