The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a worldwide leader in the fight against pediatric AIDS. EGPAF seeks to prevent pediatric HIV infection and to eradicate pediatric AIDS through research, advocacy, and prevention and treatment programs in 17 countries. EGPAF is implementing a 7-year Cooperative agreement with United States Agency for International Development (USAID)/Uganda to lead the implementation of district-based project USAID Regional Health Integration to Enhance Services in South Western Uganda (USAID RHITES SW). USAID RHITES SW activity’s goal is to increase utilization of health services through the following key result areas: increased availability of and accessibility to health services; improved quality of health services; increased availability of resources for public sector health services; improved organization and management of service delivery and increased adoption of healthy behaviors and positive child development practices by communities in focus areas and target population groups.
One of the key primary HIV prevention programs implemented by RHITES SW is Determined, Resilient, Empowered, AIDS‐free, Mentored, and Safe (DREAMS) program. The DREAMS initiative is one of the HIV Prevention programs implemented by Ministry of Health (MOH) aimed at reducing new HIV Infections, particularly among Adolescent Girls and Young Women (AGYW), 15–24 years by 25% in year one and 40% by end of year two. DREAMS is implemented through a multisector approach involving the line Ministries that lead on gender, health, education, and justice issues, working with other Implementing Partners and Civil Society Organizations at community level.
USAID RHITES SW seeks to recruit 1 qualified and competent person to fill the position of Volunteer DREAMS Liaison Officer for the DREAMS program.

Job summary
The Volunteer DREAMS Liaison Officer will be responsible for engagement of Adolescent Girls and Young Women (AGYWs) in Mbarara in order to identify HIV predisposing factors unique to them and bring these to the attention of the implementing partners DREAMS technical team. They will also provide guidance on implementation modalities that are proposed by the AGYWs in a bid to reduce the incidence of HIV/AIDS among them. The Volunteer DREAMS Liaison Officer will further participate in advocacy engagements by working with communities to protect AGYWs and promote DREAMS programming to other district AGYW stakeholder including Local government authorities for possible adoption.
Core Duties and Responsibilities
- Work closely with CDOs, sub county ambassadors and group peer leaders to identify and build a pool of DREAMS ambassadors up to the parish level and subsequently oversee their work.
- Plan and facilitate workshops with PEPFAR DREAMS Ambassadors and provide mentorship supporting identification, reporting and follow-up of VAC and SGBV cases in assigned District.
- Champion the roll out of PrEP services to AGYW with very high risk of HIV infection.
- Foster community involvement in the DREAMS program for increased community buy in and community commitment to protect and link vulnerable AGYW at risk to DREAMS services.
- Participate in advocacy and coordination platforms at district level technical meetings with the IPs to ensure voices of AGYW are heard during decision making on priorities that affect AGYW.
- Work with Sub County and Parish Coordinators to ensure community safe spaces for AGYW are functional and actively maintained to support DREAMS service layering.
- Support implementation and monitoring of the DREAMS program in the assigned District and documentation success stories and any service delivery issues.
- Support quality improvement activities and promote DREAMS Programming as a prototype for positive youth development program at the district and any other forum as deemed necessary.
- Generate public attention about the DREAMS program and factors that affect adolescent girls and young women in the community predisposing them to risk of acquiring HIV.
- Any other duties assigned by the supervisor
Required Qualifications, Skills, Experience and Abilities
- Must have completed at least “A” Level and possess good reading and writing skills.
- Having a diploma in Public Relations, Communications, Public Health, Social Work or Humanities or any other related field or relevant equivalent qualification is an added advantage
- Must be between 18-24 years of age
- Must be able to read and write in both English and Runyakitara
- Working knowledge of Computer especially Microsoft Office is an added advantage
- Must be a beneficiary and or engaged in the DREAMS program for at least one year.
- Must be willing to reside within Mbarara
- Experience in health promotion activities, activism, community mobilization, youth empowerment and engagement.
- Good training, facilitation, and coordination skills.
- Experience in conducting community mapping and report writing.
- Experience working with or counselling adolescents is an added advantage
- Ability to work under minimal supervision but with accuracy
