Job Purpose:

The Project Officer- Emergency Preparedness Response and Safer Access will be responsible to support emergency preparedness and response programmes and safer access while ensuring high quality implementation, building and maintaining sound relationships with key stakeholders and Red Cross Action Teams. The post-holder shall work with Uganda Red Cross branches to ensure emergency preparedness and response is coordinated effectively in line with Uganda Red Cross Disaster Risk Management strategy 2021-2025.

Specific Duties and Responsbilities

1. To support the operationalization of Uganda Red Cross Society Disaster Risk Management strategy and related SOPs;
2. To be representing strategically Uganda Red Cross at approved emergency preparedness and response platforms;
3. To be responsible for supporting the capacity development of Uganda Red Cross, local and national partners to respond to emerging and re-emerging humanitarian crises;
4. Work with relevant departments, programmes and partners to strengthen Emergency Response and Preparedness skills for Red Cross Action Teams in priority branches, IDP/Refugee Camps;
5. Contribute significantly to the development of humanitarian and emergency proposals, concept papers, and public relations material. Provide detailed technical input to program designs and assist with preparation of needs assessment reports to inform program response priorities.
6. Backstop humanitarian programs, field assessment teams, or emergency response teams from headquarters, including coordination of logistics for the team, assistance with donor and NGO coordination at the headquarters level, and technical support to the team on assessments, reports, proposals, etc.
7. Develop and support the National Society’s activities to disseminate about and implement, at the national, sub-national and local levels, the Safer Access Framework, based-‘on the model and tools produced for the Movement by the ICRC
8. Work to ensure that relevant SAF elements are included in the URCS programmes and activities such as Health, DM, Branch capacity Development and or contingency planning and conflict response tools;
9. Design an appropriate Red Cross Action Team Quality Standards, Scale down to Red Cross Action Teams the best practices in evidence, documentation and innovation initiatives of the department including the U-Report, and Communication for Development (C4D);
10. Initiate and support the department in financing mechanisms from proposal development, mapping out donors and key linkages locally, nationally and internationally;
11. Develop and maintain new relationships with individuals and organisations, academic institutions to further Uganda Red Cross aims;
12. Recognise and value differences in people; be ready to challenge assumptions, beliefs or attitudes in self or others;
13. Manage expectations and adhere to what’s agreed, by doing what you say you’re going to do;
14. Reflect the needs of different humanitarian audiences, adapting style, media, timing and pace to communicate effectively with field staff and volunteers;
15. Accept accountability for the effective use of Uganda Red Cross resources;
16. Manage resources and workloads to ensure your own programme and others’ goals are achieved.
