National Consultant for Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA)

This SCALA programme is designed to support transformative climate action in the land use and agriculture sectors to reduce GHG emissions and/or enhance removals, as well as strengthen resilience and adaptive capacity to climate change. Firstly therefore, the program will identify and appraise transformative climate actions to advance NDC/NAP priorities in land use and agriculture sectors of Uganda, through background documents review, baseline survey, application of the climate action review matrix, consultations and validation. As such, UNDP Uganda Office would like to recruit a National Consultant to support these actions that will form the inception phase of the program.

The National Consultant will:

• Conduct background research and review of existing documents ( NDC, NAP-Ag, national and sectoral policy documents, and related assessment reports) to provide information for filling in the SCALA’s climate action review matrix;
• Apply the climate actions review matrix onto the NAP-Ag and the recently revised NDC, and identify priority transformative climate actions that SCALA will work on in Uganda;
• Conduct consultations with key personnel at FAO and UNDP Country Officers, SCALA participating Ministries, as well as civil society organisations and private sector actors to inform identification of priority transformative climate actions
•  Highlight the potential contributions of SCALA to the National Dialogue on Food Systems in preparation for the Global Food Summit and specify the actions relevant for transformation of Uganda’s Food Systems.
• Prepare a baseline report for the SCALA project in  Uganda  based on the consultations
• Support UNDP and FAO in organizing the inception workshop; plan and facilitate sessions during the workshop on baseline, NDC/NAP review and definition of theory of change;
• Present the baseline and review matrix for validation during the inception meeting
• Lead in preparation of the inception report.

Expected outputs:

• Inception concept brief including methodology for providing evidence, schedule of consultations and target institutions.
• Report of findings on the desk review and  consultations on the NDCs and NAPs, including recommendations of activities to be prioritized under SCALA.
• The SCALA review Matrix: this shall be a Report of the NDC and NAP review consultation/planning session  complied into a matrix developed by SCALA and in collaboration with the regional backstopper.
• Baseline findings for the inception workshop, including summary of the initial conditions, against which SCALA progress can be measured or comparisons be made to show the results of the project.
• Brief on potential contribution of SCALA to transformation of Uganda Food Systems.
• Final baseline assessment report, to be submitted in excel, compiling the information for Uganda and complemented with a summary describing any challenges faced, any adjustments made in response to the challenges, any information gaps.
• Final inception report, following the template provided; giving a validated synthesis of the back ground review, NDC and NAP review, climate actions review, theory of transformative change and a the priority actions / activities identified for SCALA implementation, in collaboration with SCALA global.

• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Highly developed conceptual, analytical and innovative ability to identify and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors;

• Demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks;

• Excellent communication (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily;
• Places team agenda before personal agenda; supports and acts in accordance with final group decision.

• Master’s degree in Agricultural or Environmental Economics, Environment and Natural Resources Management or Climate Sciences, Public Policy or a related field

Experience requirements:

• Minimum of five years’ working experience in the field of natural resources management, agriculture development, and climate change adaptation and/or mitigation policy;
• At least 5 years of relevant and demonstrable experience in the formulation of strategies and policies on climate change, environmental issues and agriculture;
• Experience in the adaptation planning/NAP process and NDC formulation and implementation process;
• Working experience with UNDP and/or FAO, Ministry of Environment and/or the Ministry of Agriculture, in the area of climate change adaptation and mitigation will be an asset;
• Excellent computer skills.

Language requirements:

• Fluency in written and spoken English.
