| The “Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA)” is a global programme funded by the German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by UNDP and FAO in 12 countries. Given the impacts and counter impacts of climate change on agriculture, there is need for action to cope with climate-related impacts on the land use and agriculture sectors. Uganda was part of the FAO and UNDP supported Agriculture Sector Adaptation Planning (NAP Ag) and developed a gender responsive NAP-Ag framework to guide climate change adaptation planning, and the revised NDC, which prioritizes Agriculture, Forestry and Land Use sectors as key targets to reduce climate change vulnerability, and increase their resilience and adaptability. The NAP-Ag framework and the NDC now require support for implementation, and it is very important to prioritize the actions to maximize impact and catalyze sustainable climate financing.
This SCALA programme is designed to support transformative climate action in the land use and agriculture sectors to reduce GHG emissions and/or enhance removals, as well as strengthen resilience and adaptive capacity to climate change. Firstly therefore, the program will identify and appraise transformative climate actions to advance NDC/NAP priorities in land use and agriculture sectors of Uganda, through background documents review, baseline survey, application of the climate action review matrix, consultations and validation. As such, UNDP Uganda Office would like to recruit a National Consultant to support these actions that will form the inception phase of the program.

Duties and Responsibilities |
|
| The required consultant is to lead the reviews of the NDC/NAP Ag, carry out a baseline survey, conduct consultations with relevant stakeholders, generate the national priorities and have proposed activities validated by the stakeholders. These will lead into preparation of an inception report that details potential priority transformative climate actions that SCALA will work on in Uganda. The inception report will define the theory of transformative change that describes a process by which implementation of the identified priority actions will contribute to transformative systems change in and beyond the land use and agriculture sectors in Uganda.
