Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Peace and Security is to facilitate Women’s contribution to sustainable peace and see to it that Women contribute to and benefit from prevention of conflict and disaster. The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. The Government of Uganda has been implementing the National Action Plan on UNSCR 1325 since 2008. The first three-year NAP ended in 2010 and the second NAP 2011 -2015 expired in December 2015. The NAP provides a framework for the implementation of UNSCR 1325, it outlines the roles and responsibilities of government, civil society, and development partners, and provides indicators for measuring progress via the UNSCR 1325 Civil Society Taskforce. The Ministry of Gender, Labour, and Social Development (MoGLSD) as the National Gender Machinery is leading the development and implementation of the 3rd NAP 1325, with technical and financial support from UN Women Uganda. In line with the 3rd NAP for Uganda, the Women, Peace, and Humanitarian Fund (WPHF) have announced new funding to support CSO and CBOs working on women’s participation in conflict prevention and peacebuilding in Uganda. The UN Women’s Peace and Humanitarian Fund (WPHF) mobilizes critical support for local and grassroots civil society organizations working on women, peace and security and humanitarian action. WPHF is a flexible and rapid financing mechanisms supporting interventions designed to enhance the capacity of women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities. In Uganda, the UN Women country office if the Management Entity of WPHF. Currently 19 organisations are receiving funding from Women’s Peace and Humanitarian Fund (WPHF) to support grass-root level women’s organisation on projects relating to WPS, protection and conflict prevention.

Task description

Under the direct supervision of Humanitarian Specialist, the UN Volunteer will undertake the following tasks: • Contribute to technical inputs to the design and formulation of programme/ project proposals and initiatives related to WPHF • Contribute inputs to the annual workplan and budget as required. • Support the coordination and monitoring of the implementation of programme activities. • Support the coordination of the call/request for proposals, including the supporting the organization of technical review committees, and capacity assessment of partners. • Support the review and submission of implementing partner financial and narrative reports. • Participate in the organization of training for partners on Results Based Management. • Support overseeing of the implementation of programme activities with partners. • Support in monitoring progress on programme activity, results, and indicators. • Participate in monitoring the implementation of proposals by responsible partners. • Contribute inputs to quarterly reports, donor reports and other reports on outputs, results outputs, and outcomes • Contribute inputs to resource mobilization strategies; analyse and maintain information and databases. • Contribute inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profile • Support the humanitarian specialist and senior management on inter-agency coordination related activities by providing inputs to background reports and briefs. • Support the coordination of relevant WPHF international commemorations such as the 16 Days of Activism to end Violence Against Women Campaign, International Women’s Day and UNSCR 1325 Anniversary to raise awareness and stimulate action to advance gen-der equality and women’s rights within WPHF context • Carry out other related duties as may be assigned by the supervisor.
