Background:
Joint Medical Store (JMS) is a Church founded private not for profit organization whose
mission is ‘To Provide Affordable Quality Health Solutions through an Efficient Supply Chain System that Delivers value to Accredited Health Units and Other Stakeholders’.
JMS is implementing the USAID Private Not for Profit HIV Commodity Procurement Activity IDIQ contract number 72061721F00001/72061721D00002 in Uganda for 5 Years (2021- 2026). The Activity is supported by USAID and PEPFAR and aims at ensuring efficient and timely procurement of quality HIV commodities for Uganda ‘s PNFP sector in full and on time.
JMS therefore, seeks a qualified, passionate and highly motivated individual willing to share in our vision to join the team as Program Manager.
Job Title: Program Manager
Reports to: Director Business Development and Procurement.
Supervises: Sourcing and Procurement Manager, Freight and Logistics Manager, and
Customs and Warehouse Delivery Manager.
Main purpose of the job
To provide effective coordination in implementation of planned program activities for
successful achievement of the planned JMS / USAID deliverables.
Main duties and responsibilities
a) Ensure that the project complies with award terms and conditions, USAID policies and
regulations, and that systems are in place to mitigate risk of fraud, waste and abuse
including maintaining relationships with USAID mission.
b) Provision of leadership and expertise in the procurement of HIV Antiretroviral and
related commodities for PNFP sector.
c) Oversee the development and execution of sourcing strategies across all product
categories
d) Ensure the execution of standards, controls, policies, procedures and performance
metrics to effectively and efficiently manage the acquisition and reporting of third-party
spend
e) Conduct project review meetings with key stakeholders to assess risk, review future
strategies, and identify potential cost down and improvement opportunities
f) Identify areas for improvement to continually drive project performance and achieve
project objectives
g) Maintain strong working relationships with strategic suppliers to assure cost, quality,
and delivery targets are met
h) Develop, communicate and administer procurement team performance and
development plans and appraisals
i) Oversee the project management team to ensure strong communication and
coordination with and between all team members
j) Approve purchase orders, bids and supplier contracts in line with the overall
procurement strategy, budgetary constraints and project contract terms.

Person Specifications
a. Minimum Qualifications
a) Qualification in any of the following; Master’s Degree in Public Health Management or Business Administration, or Supply Chain Management, CIPS or any other related field.
b) Bachelor’s degree in Pharmacy, Medicine, Public Health or Health Services Management
b. Experience
a) At least 10 years demonstrated recent experience of a Senior role in HIV/AIDS
prevention, care and treatment; and/or quality improvement/quality assurance;
health systems strengthening; supply chain; and operations research.
b) At least seven years’ experience in managing US government procurement/supply
chain public health programs or projects of similar scope and size, including
program financial and administration management, contractual compliance, subaward management, and tracking project performance and costs via specific
funding streams.
c) At least five years’ international experience in development, managing,
overseeing, and evaluating public health programs of similar size and complexity.
