About Result Based Financing (RBF)
Cordaid has been active in Uganda for over 25 years. In Uganda and in 15 other sub-Saharan African countries Cordaid has experience in system strengthening through the Result Based Financing (RBF) approach. In Uganda we are anticipating implementing an RBF project Agricultural Governance Results Improvement Project (A-GRIP) with focus on land tenure and food security governance in 16 districts across 5 regions (Kigezi, Rwenzori, Busoga, Elgon and Lango) of Uganda. For the project, we are looking for an experienced Land Expert, with strong knowledge on the Uganda land tenure security policies and procedures and willingness to learn on technical aspects of the job. The position is pending donor approval of the project.
Justification and context
Cordaid is recruiting a Land Expert for an anticipated Result Based Financing in Land Tenure and Farming Systems Project, 2023 – 2028. The anticipated project will work in 16 districts and aiming at secured land tenure security and inclusive development of farming systems in 5 regions in Uganda.
The project has four (inter-related) outcome areas:
1. Increased formal and equitable land ownership under customary law, especially for the most vulnerable populations.
2. Increased sustainable agricultural smallholder farmers production by enhanced take-up of effective, quality and equitable agricultural food production and natural resources management services.
3. Strengthened regulation and enabling policies for better agricultural and food security (FS) sector performance to match smallholder farmers’ and communities’ needs.
4. General good governance and management at district level in support of improved performance of the contracted departments.
Purpose of the position
The Land Expert is the technical lead in Land Tenure Security for the A-GRIP project, and contributes to quality implementation, and monitoring of land tenure security and especially the Certificate of Customary Ownership (CCO) component of the RBF project. S/He will be knowledgeable on matters related to the applicable government laws and practices on forms of land tenure security.
S/he ensures that training and coaching of Environment and Natural Resources (ENR) staff, land management institutions at the district and sub-county levels, project staff and partners is carried out regularly. The position requires significant time spent at project locations and coordinating with the ENR department, Capacity Development partners (ZOA and UN-Habitat), stakeholders such as GIZ, Ministry of Housing, Land and Urban Development, and other partners.
The Land Expert is a key technical and management team member for the project and will play a key role in strengthening the project team and partners capacity land tenure security with specific focus on certificate of customary ownership.

KEY DUTIES & RESPONSIBILITIES
Roles and responsibilities
Project implementation
- Lead coordination of the project outcome area 1 on improved land tenure security of customary land.
- Provide high quality technical support to the implementation of the RBF Land Tenure Security component, supporting Land Rights activities throughout the project management cycle, including technical review.
- Contribute to the development and implementation of Land Tenure Security Monitoring, Evaluation and Learning (MEAL) plans.
Learning and capacity strengthening
- Contribute to learning and knowledge development specifically related to land tenure security and especially customary ownership.
- Build capacity of project staff on land tenure security and especially the CCO processes.
- Build capacity of Environment and Natural Resources (ENR) department in line with the needs identified and articulated in the business plan.
- Provides technical support and guides the contracted departments and implementing partners in their activity design and implementation and advises them on solutions to implementing challenges.
Reporting
- Prepare relevant parts of donor reports in line with contractual obligations and technical standards.
- Contribute to project internal meetings, reporting and Project Implementation Manuals.
Stakeholder management
- In collaboration with the Agrifood Systems Strengthening Programme Manager build and uphold relationships with key Land Rights stakeholders in Uganda, specifically with the CCO Working group, and the Ministry of Lands, Housing and Urban Development (MLHUD);
- Represent Cordaid in relevant Land Rights related meetings, at regional and national level.
Other activities
- Provide input to communication and visibility efforts e.g., online, printed materials, Cordaid’s international website.
- Any other duty assigned by the RBF Project Leader or Country Director.
REQUIREMENTS
Qualification, Skills and Knowledge
- A Graduate or postgraduate degree (Master’s preferred) in Land Management, Law, International Relations or relevant disciplines.
- At least 5 years of delivering high quality Land Rights related projects/programmes in similar contexts.
- Sound understanding of the Land Rights and land tenure landscape, including major trends and developments in the Land Rights sector, both on a national and global level.
- Experience coordinating with district local governments, ministries and/or local non-governmental organisations/community-based organisations on land tenure security.
- Experience with social and gender issues as it relates to land tenure.
- Strong organisational skills and attention to detail with an ability to work well under pressure.
- Experience in designing and executing capacity building programmes for (local) partners.
- Strong reporting and writing skills.
- Experience working in consortia and with local partners; experience representing the organisation externally.
- Excellent spoken and written command of English.
